About Us

Directorate of Personnel Department of KTUN carries out such duties related with employee personal rights of both academic and administrative personnel within the framework of the principles and objectives determined in line with the strategies and policies of our University as; job placement, promotion, assignment, resignation, retirement, etc. In addition, it carries out the processes of determining the training needs and arranging the necessary training organizations in order to carry out the procedures related to personal rights, to ensure the adaptation of the administrative personnel to the changing conditions and their continuous development.

 

Institutional History of the Unit

Our University was established with the Law No. 7141 published in the Official Gazette dated May 18, 2018 and numbered 30425, and Directorate of Personnel Department of KTUN started to operate in accordance with Article 51 of the Higher Education Law No. 2547 and Article 29 of the Decree Law No. 124 on the Administrative Organization of Higher Education Upper Institutions and Higher Education Institutions on the same date. Our department carries out its activities under the General Secretariat unit.

 

The duties assigned to the Personnel Department according to the Article 29 of the Decree Law No. 124 are as follows;

a) To carry out studies on the manpower planning and personnel policy of the university, to make suggestions on the development of the personnel system,

b) To carry out the procedures related to appointment, personnel and retirement of University personnel,

c) To organize and implement pre-service and in-service training programs of administrative personnel,

d) To perform similar duties to be assigned.

 

Along with the duties listed above, our Unit meticulously fulfills the duties specified in the "Working Principles and Procedures of the Administrative Units", which came into force with the approval of the Senate of our University, within the framework of the regulations regarding the Higher Education Law No. 2547, the Higher Education Personnel Law No. 2914 and the Civil Servants Law No. 657.

 

Our Presidency follows the innovations and changes in the field of human resources and carries out its business and transactions with a solution-oriented approach within the framework of the relevant legislation.

The mission of this unit is to provide fast and quality service by employing personnel with necessary quality and quantity in accordance with the service requirements in line with the aims and objectives of Konya Technical University.

Directorate of Personnel Department Management System Policies

  • To carry out procedures related to personal rights, within the framework of the principles and objectives determined in line with the strategies and policies of our university, as the academic and administrative staff's job placement, assignment, promotion, appointment, resignation, retirement, etc.
  • To create qualified manpower, taking into account not only the needs of today but also the future, in line with the goals and objectives of the university,
  • To carry out business and transactions with the human resources policy that sees people as an important value,
  • To determine the training needs and to organize the necessary in-service training organizations in order to ensure the adaptation of the personnel to the changing conditions and their continuous development,
  • To open exams for promotion and title change in a way that will allow the personnel to be promoted within the institution, based on the Career and Merit principles of the Civil Servants Law No. 657,
  • To carry out procedures related with personnel transactions in accordance with the legislation and ethical values,
  • To provide faster service to the personnel by using up-to-date communication technologies.

 

Authority, Duties and Responsibilities

  • Carrying out the procedures related to personal rights such as work placement, promotion, assignment, resignation, retirement, etc. of academic and administrative personnel, within the framework of determined principles and objectives in line with the legislation related to the strategy and policies of Konya Technical University and determining the training needs and organizing the necessary training organizations in order to adapt the administrative personnel to the changing conditions and to ensure their continuous development,
  • Carrying out studies on the employment and workforce planning of the university and organizational arrangements that can respond to changing conditions,
  • Making transactions related to personal affairs as appointment, staff, appointment, promotion, adjustment, resignation, leave, report, registry, retirement, etc., of the academic and administrative staff working in the Konya Technical University Rectorate and all affiliated units, in line with the relevant legal regulations and the personnel policy of the Rectorate,
  • Determining new regulations by monitoring the legislation concerning the organization, in this direction preparing internal publications and informing all relevant personnel about legislative changes and practices; arranging related training programs when necessary,
  • Preparing the incidental or periodic reports requested by the General Secretariat or other higher authorities. Preparing all kinds of written and verbal information related with the duty field of this unit that the senior management, other relevant authorities and institutions may need,
  • Correspondence with people and organizations outside the institution on matters falling within the duty field of the unit,
  • Presenting opinions and suggestions to the senior management regarding the appointment, transfer, appointment, promotion and other personnel rights and training requirements of the personnel.
